Menu Settings - Main/Parent Node for Dropdown Menus

In order to improve the clarity of user experience, any menu item with children (meaning there are sub links that show up once you hover on the given item) will not have an active, usable link by default. This is because the user might want to only access the child elements, and the parent item does not lead anywhere.

To change this setting, go to Appearance > Customize > Menus > Juliet Menu Settings.
